Korte samenvatting:
Policy makers and designers of infrastructure systems face several challenges in planning and designing infrastructures. The adaptive and emergent properties of infrastructures can lead to unexpected or unintended effects. To improve policy making, a better understanding of the complexity of infrastructures is necessary.
This study describes the role of serious gaming to support such understanding of infrastructure systems. To investigate this role, a serious game about the development and exploitation of an infrastructure system, the harbour extension Maasvlakte 2 in the Port of Rotterdam, The Netherlands, has been developed and evaluated. From the evaluation, we learned that serious gaming could be used to simulate the behaviour of an infrastructure system over a longer period and observe the unexpected effects. Furthermore, we observed enthusiastic players who increased their knowledge about the complexity of the Maasvlakte 2 infrastructure system.
This dissertation is interesting for policy makers and researchers who would like to understand the possibilities of gaming for policy making. Secondly, this study contributes to the big question of '(why) do games work?' from a policy making perspective.
